2012 Policy Positions

1.  Reduce Tax Burden on Businesses

The Idaho Chamber Alliance supports policy to reduce the business income tax rate, increase business investment tax credit and create new lower income tax categories for sole proprietor businesses.

1a.  Jobs Creation

The Idaho Chamber Alliance supports legislation that provides incentives to private employers to hire new workers and create jobs.

1b.  Personal Property Tax and Commercially Related Property Tax

The Idaho Chamber Alliance supports the elimination of the Personal Property Tax and a new category of business property defined as commercially related property.

2.  Health Insurance Exchanges

The Idaho Chamber Alliance supports policy to establish a system that will provide access to more affordable healthcare insurance coverage for employers and employees.

3.  Urban Renewal

The Idaho Chamber Alliance supports protecting urban renewal districts so it can be used as the major tool local governments have for encouraging the creation of private sector jobs and improving areas that need to be revitalized within a community.

4.  Sales Tax Reporting by County

The Idaho Chamber Alliance advocates for the true reporting of where sales are made in Idaho by having all such sales reported by the Idaho State Tax Commission on a county by county basis.

5.  Workforce Development in Community Colleges and Professional/Technical Education

The Idaho Chamber Alliance advocates for sustained and equitable funding for our state’s community college system, and recognizes the continued need to increased Professional/Technical Education (PTE) funding to supply our state’s businesses with the employees they desperately need.

6.  Transportation

The Idaho Chamber Alliance recognizes a significant need to expand and improve the state’s road infrastructure network to support effective delivery of goods and the safety of the public.  The Alliance supports utilizing existing GARVEE spending authority for bridges.

7.  Internet Sales Tax Collections

Idaho business firms are being treated unfairly and the General Fund is being adversely affected each year because of millions of dollars in sales taxes are not collected on Internet sales transactions.  The Idaho Chamber Alliance supports efforts to collect Internet sales taxes.

8.  Local Option Sales Tax

The Idaho Chamber Alliance supports local option sales tax authority for Idaho cities and counties allowing local citizens a voice in generating revenue for economic development and community needs.

2011 Policy Positions

The Idaho Chamber Alliance promotes policies ensuring a healthy business environment, a sound economy and the quality of life Idahoans have come to expect. Here you can become familiar with the policies that guide our work and ensure our members are able to conduct their business successfully.

1.  Appropriations

The Idaho Chamber Alliance supports limited and efficient government spending that does not impair or compete with Idaho businesses. The programs and institutions established and controlled by the government should be managed in a fiscally responsible manner.

2.  Economic Development

The Idaho Chamber Alliance believes that the health of our economy is critical to the quality of life in our communities; therefore, we support the development and implementation of prudent economic development programs and policies that spur growth and the retention of businesses throughout Idaho and attract new business into the state.

3.  Education

The Idaho Chamber Alliance advocates for an educational system that prepares students to become successful contributors to Idaho’s workforce and future economy. Idaho’s educational system should provide our citizens opportunities through adequate funding for all levels of education, ensuring skilled employees now and into the future for businesses across the state.

4.  Energy

The Idaho Chamber Alliance recognizes the need for diverse energy and fuel sources that balance the health of our economy with the health of the environment. This should be achieved while maintaining a stable market that does not adversely impact the free enterprise system.

5.  Government Affairs

The Idaho Chamber Alliance believes that the role of government is to provide those services that individuals and private enterprise do not adequately provide. We further believe that policies, rules and regulations should be limited to those necessary to preserve public safety, quality of life and the integrity of the free enterprise system.

6.  Health Care

The Idaho Chamber Alliance supports efforts that provide long-term solutions to critical health care issues facing our state. Government should focus on improving the quality of our health care system for Idaho’s businesses and employees by seeking opportunities to provide greater access to, and reduced costs of primary and preventive care for the uninsured and underinsured in our state.

7.  Human Resources

The Idaho Chamber Alliance recognizes the need to address the rising costs of human capital faced by private enterprise, and supports efforts to create efficiencies and cost effective methods to train, recruit and retain qualified employees to support the success and growth of business in Idaho.

8.  Legal

The Idaho Chamber Alliance supports a legal system that recognizes the importance of access to legal remedies and that promotes a predictable and stable legal climate for Idaho businesses.

9.  Natural Resources & Environment

The Idaho Chamber Alliance supports the sustainable use and enjoyment of our abundant natural resources through responsible stewardship practices compatible with economic development. Furthermore, we believe that a collaborative, cooperative approach toward natural resource management will conserve Idaho resources for long term use, helping protect and create jobs, maintaining a strong and diverse economy.

10.  Tax Policy

The Idaho Chamber Alliance recognizes the need to have a fair and equitable tax policy that is predictable, transparent, and easy to administer. Additionally we support the rights of local jurisdictions to address local problems while not adversely affecting the business climate in Idaho.

11.  Transportation

The Idaho Chamber Alliance supports prudent transportation legislation that improves and maintains state highways, waterways, railways and airports and to ensure statewide economic development, marketability and business development continue to flourish.
